Why do we operate CCTV and surveillance camera systems?

We operate our systems for one or more of the following purposes:

  • To deter and detect criminal activity,
  • To maintain public order,
  • To increase security by monitoring activity within the council’s properties, both to the exterior and interior of the buildings and access to car parks,
  • To address levels of anti-social behaviour,
  • To keep people safe,
  • To protect councillors and officers at work (for Health and Safety purposes),
  • To prevent acts of verbal and physical aggression towards councillors, contractors, and our staff,
  • To enforce legislation, including parking and driving restrictions,
  • To improve services to the public,
  • To understand traffic flows and road safety issues,
  • To provide evidence to support insurance or internal investigations (such as complaints) and in cases of alleged illegal activity.

The information we collect from our systems may also help us:

  • Investigate Health and Safety incidents, complaints, legal matters, grievances, and insurance claims,
  • Investigate allegations of inappropriate conduct by officers or councillors,
  • Provide evidence during criminal proceedings (in which case, recorded information may be shared with the police),
  • Conduct audit and quality assessments,
  • Improve the quality of internal services, such as identifying training needs.
