Stage 1: justification and planning

During stage 1, the council must show that procuring and installing a surveillance camera system is a proportionate response to a problem. This means identifying the scope, scale, nature, and extent of the problem, as well as assessing the likelihood of it occurring, its potential impact, and if it is a seasonal or long-term problem.
The council will consider if the problem can be resolved by a current solution, such as improving lighting or restricting access to certain areas, increasing security patrols, or changing our policies, processes, and procedures.
This enables us to consider, on balance, whether installing a CCTV and surveillance camera system is a proportionate response or too intrusive on an individual’s right to privacy, with alternative solutions considered more appropriate.
