Inclusion Strategy

'All children can flourish and achieve; it's our shared responsibility to unlock their potential'

In 2022, Gloucestershire moved on from a Joint Strategy for Children with Additional Needs, towards two separate strategies that built on this previous work for 2022 - 2025:

  • The Education Inclusion Strategy
  • The Special Educational Needs and Disabilities (SEND) Strategy

​These two separate strategies, however, remain closely linked and interdependent to ensure the whole range of additional needs across the graduated approach are identified, understood, and met at the earliest opportunity to ensure the right support, in the right place, at the right time, with the right person undertaking or advising on the support.

This approach links closely with the National Partnership Agreement of Right Care Right Person adopted by health and social care.

Both strategies continue to support a holistic approach to needs for the whole child, and the importance of cross-agency working together remains a key focus across both to achieve this.

Following engagement with children, families, colleagues and partners, both strategies set out the shared vision and priorities to:

  • continue our journey to enable children to live remarkable lives;
  • keep children at the heart of what we do;
  • focus services' work across the local partnership;
  • enable children, young people and their families to be able to access the information and support they need to thrive;
  • strengthen our partnerships;
  • take learning from areas of continued development;
  • build on local strengths

The Education Inclusion Service's priorities to address challenges in the current education landscape are influenced by both strategies, but are primarily underpinned by the Education Inclusion Strategy and its priorities.
