Early Years Sufficiency and Business Manager (Wraparound)

Working under the guidance of the Early Years Service Manager, Sarah Hylton, and alongside the Early Years Leads. This role will involve managing the Business support team for wraparound childcare providers and Childcare Officer and Business Support Officers.
The main purpose of this role is to ensure there is sufficient high quality and sustainable Wraparound provision for children across the county working with a wide range of stakeholders across schools, the maintained, private, voluntary and independent sector plus:
- Growth of the wraparound market, engaging new providers and offering professional advice, guidance and support
- Work with colleagues to implement the roll out of the National Wraparound Childcare Programme and Government breakfast Club schemes. To help secure funding contributions to meet demand for wraparound childcare places in Gloucestershire
- Ensure that priorities reflect national initiatives and are effectively implemented i.e. delivery of the National Wraparound Childcare Programme
- Provide regular returns to the Department for Education on Gloucestershire’s wraparound provision and capacity, including the Early Years Expanded Entitlements and Wraparound Provision
- Work with the Business Support Officers to offer professional information, business advice, guidance and support to settings and other professionals.
Business and Childcare Officers (Wraparound)

Working under the guidance of Anita McKelvey Early Years Sufficiency and Business Manager (Wraparound) .
To provide business support to wraparound providers across schools, the maintained, private and voluntary sectors and:
- Support providers to access the National Wraparound Childcare funding to create and expand provision to meet the needs of parents and carers in the county.
- Support providers to reshape and create new childcare places in line with the council’s commissioning strategy including alternative governance, management and delivery structures
- Work with providers to produce business plans which are aligned to the Council’s sufficiency strategy and their own business audit
- Maintain effective analysis of early years and childcare outcomes to target those providers who are likely to require more intensive support and prioritise workload accordingly
- Provide expert and responsive information, advice, guidance and support to wraparound providers on local and business needs
- Work with colleagues to ensure that outcomes for children in wraparound/early years settings inform countywide and locality priorities
- Work with the Early Years Sufficiency and Business Manager (Wraparound) engaging with other local authorities, national organisations and government departments, such as Department for Education, to ensure Gloucestershire County Council can demonstrate capacity is sufficient and sustainable, meeting its sufficiency duty and is compliant with all government expectations
- Develop information, stakeholder engagement plans and training materials for providers to build their capacity, skills and knowledge
- Work with providers to ensure accurate information regarding their Wraparound offer is displayed upon Glosfamilies Directory and Local Offer for Parents and Carers
