Overview of Gloucestershire Fire and Rescue Service

As an integral part of the council, the Service works closely with partners across local government, health, policing, emergency management and the voluntary sector to help keep Gloucestershire's communities safe and resilient.

Serving a diverse county of more than 660,000 residents across over 1,000 square miles, GFRS protects communities ranging from densely populated urban areas to some of the most rural and remote locations in England. The county presents a broad range of risks, including urban and rural fires, road traffic collisions, flooding, water incidents, severe weather events and complex rescue situations.

For 2026/27, the Service operates with a budget of £26.2 million and maintains an operational footprint of 21 community fire stations across Gloucestershire, supported by 32frontline fire appliances. The Service plays a critical role in protecting communities, supporting vulnerable residents and responding to emerging risks, while contributing to the wider ambitions of Gloucestershire County Council and its vision for a stronger future, built together.

🛡️ Prevention, Protection and Response

Our role extends far beyond responding to emergencies.

GFRS works proactively to prevent incidents from occurring through community safety activity, education programmes, home safety visits and targeted interventions with vulnerable individuals and communities. The Service also carries out a wide range of protection activity, including fire safety audits, business engagement and enforcement of fire safety legislation to help keep people safe where they live, work and visit.

Alongside this preventative work, our operational teams respond to fires, road traffic collisions, water rescues, hazardous materials incidents and other emergencies, working closely with partner agencies as part of a coordinated multi-agency response.

GFRS operates from 21 community fire stations strategically located across Gloucestershire and deploys more than 30 frontline fire engines across the county. Reflecting Gloucestershire's largely rural geography, the Service relies on a combination of wholetime and on-call firefighters, whose dedication and professionalism are fundamental to protecting local communities. 

The service is committed to being visible, accessible and connected to the communities it serves. Through engagement, partnership working and collaboration with residents, businesses and local organisations, GFRS aims to build trust, strengthen resilience and better understand the changing needs of Gloucestershire's diverse communities.

This is a pivotal period for Gloucestershire Fire and Rescue Service.

The Service is delivering its new Community Risk Management Plan (CRMP) and continuing a programme of organisational improvement in response to changing risks, national learning, inspection findings and evolving community expectations. Key areas of focus include cultural development, workforce inclusion, operational excellence, community risk reduction, climate-related risks such as flooding and wildfires, and ensuring resources remain both effective and sustainable in a challenging financial environment.
