Welcome message from Nina Philippidis, Deputy Chief Executive
Welcome, and thank you for your interest in this exciting leadership role.

Welcome!
Thank you for your interest in the role of Assistant Director of Asset Management & Property Services (AMPS) at Gloucestershire County Council. This is a pivotal leadership appointment at a time when our estate, our services and the wider local government landscape are undergoing significant transformation. I’m delighted you’re considering joining us as we strengthen our strategic capacity and build a resilient, future‑ready organisation.
Gloucestershire is a county with a strong sense of place and ambition—combining vibrant urban centres, rural communities and areas of significant growth. Our estate underpins how we deliver high‑quality services, support communities, and ensure long‑term financial sustainability. This role offers a unique opportunity to help shape a diverse, complex and high‑profile asset base that makes a real difference across the county.
As Assistant Director, you will provide clear, confident and visible leadership across our corporate, education and rural estates. You will set strategic direction, inspire multidisciplinary teams, and ensure our estate is safe, compliant, efficient and capable of meeting the future needs of services and communities. You will play a central role in future‑proofing the council’s estate—leading the development and delivery of our Corporate Asset Management Plan, strengthening statutory compliance, improving governance and assurance, and navigating the challenges of financial pressures, climate ambitions, service transformation and evolving government policy, including Local Government Reorganisation.
You will be a key member of the Corporate Resources senior leadership team, working closely with me as Deputy Chief Executive & Executive Director of Corporate Resources. I will look to you as a trusted senior advisor—someone who brings professional credibility, sound judgement and the confidence to influence complex decisions involving capital investment, acquisitions, disposals and major programmes. In return, you’ll have my full support, clear strategic direction, and the space and trust to lead with autonomy. I value open communication, collaborative problem‑solving and leaders who operate with integrity, pace and purpose. You will find me accessible, straightforward and committed to creating a culture where people are valued, supported and able to deliver their best work.
This is a role for a leader who motivates and brings people with them—balancing day‑to‑day operational oversight with long‑term thinking, and providing stability and clarity through change. You will foster a professional, accountable and engaged culture, represent the council with credibility, and build strong relationships with Members, partners and stakeholders.
If you are an experienced strategic property leader with the confidence to lead at senior level, navigate complexity and shape a future‑focused council, I would be delighted to hear from you.
Warm regards,
Nina Philippidis
