Behaviour change


Local authorities are directly responsible for between 2 - 5% of their area’s emissions but have direct powers or influence over more than 30% of emissions.

The decisions we all make as individuals and organisations have a huge impact on climate change. Consumer choices - expenditure, the good and services we buy - remain the largest single UK emissions contributor, at 26% of the 2021 total.

A key focus for councils and other public sector bodies then is to influence the behaviour change of both individuals and organisations in Gloucestershire to curb these emissions. This strand of CLG’s work is fundamentally interwoven across all thematic areas, with the actions of this theme further considering how we can influence our communities.
