Gloucestershire Minerals and Waste Development Scheme

This Minerals and Waste Development Scheme (MWDS) sets out the timetable for preparing the Gloucestershire Minerals and Waste Local Plan (MWLP), including the key stages in the plan-making process and opportunities for communities, businesses, statutory consultees and other stakeholders to participate. The MWDS replaces the previous requirement for a Local Development Scheme and has been prepared in accordance with the Planning and Compulsory Purchase Act 2004 (as amended) and the Town and Country Planning (Local Planning) (England) Regulations 2026.

The MWDS will be published on Gloucestershire County Council's website and reviewed monthly to ensure that it remains up to date as the preparation of the Plan progresses. The timetable may be revised to reflect changes in programme management, Government requirements or recommendations arising through the plan-making process.

Gloucestershire Minerals and Waste Local Plan

Gloucestershire County Council is the Minerals and Waste Planning Authority for Gloucestershire and is preparing a new Gloucestershire Minerals and Waste Local Plan.

The Plan will provide the planning policy framework for minerals and waste development across Gloucestershire and will guide decisions on planning applications as well as future provision for minerals supply and waste management infrastructure. The Plan will cover the whole administrative area of Gloucestershire.

Once adopted, the Gloucestershire Minerals and Waste Local Plan will replace:

  •   Minerals Local Plan for Gloucestershire (2018-2032), adopted March 2020;
  • Gloucestershire Waste Core Strategy, adopted November 2012;
  • Saved policies of the Gloucestershire Waste Local Plan (2002-2012), adopted October 2004; and
  • Waste Minimisation in Development Projects Supplementary Planning Document, adopted September 2006.

Plan Preparation Timetable

The timetable below identifies the principal stages in preparing the Gloucestershire Minerals and Waste Local Plan, from commencement of plan-making through to adoption. It also identifies the main opportunities for engagement and consultation during the preparation of the Plan.

The Council currently expects to commence formal plan preparation through Gateway 1 in January 2027 and to consider adoption of the Plan in February 2029. These dates are indicative and may be revised as the Plan progresses.

Local Government Reorganisation

Gloucestershire County Council is currently the Minerals and Waste Planning Authority for Gloucestershire and is responsible for preparing the Gloucestershire Minerals and Waste Local Plan.

The Government has announced proposals for local government reorganisation in Gloucestershire, under which a single unitary council is expected to replace the existing county, city, district and borough councils from 1 April 2028. Subject to these arrangements being implemented, responsibility for preparing the Plan is expected to transfer to the successor authority.

The proposed reorganisation will not affect the geographic area covered by the Plan, which will continue to relate to the whole administrative area of Gloucestershire. Preparation of the Plan and opportunities for public participation will continue throughout the transition period.

The date on which the MWPA will make their notice of intention to commence minerals and waste plan document preparation available under regulation 44(1),

 

September 2026

The date on which the MWPA will make a notice of scoping consultation available under regulation 45(1)(b)

 

November 2026

The date on or before which representations will have to be received by the MWPA in accordance with regulation 45(4) (scoping consultation)

 

December 2026

The date on which the MWPA will make their self-assessment summary available under regulation 46(3)

 

January 2027

The date on which the MWPA will make a notice of content and evidence consultation available under regulation 48(1)(a)

 

February 2027

The date on or before which representations will have to be received by the MWPA in accordance with regulation 48(4) (consultation on proposed MWLP content and evidence)

 

March 2027

The date on which observations and advice will be sought under section 15CA(3) of the Act(4) in accordance with regulation 51 (gateway 2)

 

September 2027

The date on which the MWPA will make a notice of proposed MWLP consultation available under regulation 52(1)(a)

 

November 2027

The date on or before which representations will have to be received by the MWPA in accordance with regulation 52(4) (consultation on the proposed MWLP)

 

January 2028

The date on which observations and advice will be sought under section 15CA(3) of the Act in accordance with regulation 56 (gateway 3: prescribed requirements assessment)

 

June 2028

The date on which the MWPA will submit their proposed minerals and waste plan document to the Secretary of State for independent examination under section 15D(1) of the Act

 

July 2028

The date on which the MWPA will consider adopting the proposed MWLP under section 15EA of the Act.
