Transport assistance for SEN pupils

How we support young people with SEND to attend school or college

Gloucestershire County Council offers a range of support for children and young people with special educational needs, including help with travel to school or college. This can range from door-to-door transport to financial support for travel expenses.

To make sure that services can be provided to those who need them most, we have an application and assessment process to identify the right level of support for each young person.

Travel assistance may include:

  • Bus passes
  • Cars and taxis
  • Mileage paid to parent / personal transport budget
  • Minibus

We have an online application form that helps us to get all the right information to make our assessment fairly. This form is quite long, and we thank you for your patience. The questions we will ask allow us to make sure:

  • You receive the travel assistance you are eligible for
  • We can be sure that the arrangements are suitable to meet your child's needs

If you need any help with completing the form, staff at the school or college or your health visitor should be able to advise you. You can also contact our SEN travel enablement team or SENDIASS Gloucestershire for advice.

Unfortunately, we are not always able to offer the level of support you may feel you need.

We have tried to create a fair system that provides as much assistance as possible to those who need it most. However, if you feel there is something we haven’t considered in making our decision, or if you would like your application to be reviewed, you can apply to have your case considered by a senior officer review panel. To request this, please email the SEN travel enablement team at sen.transport@gloucestershire.gov.uk.

If your application is refused by senior officers you can request a formal appeal by elected members against their decision.

Passenger Safety Plan (PSP) updates

For children who are currently on a taxi or minibus, we are required to provide our operators with PSPs. The PSP must be accurate and kept up to date as they provide the operator with important information regarding your primary contact details, your child's special educational needs, and transport requirements.

You must inform us of any changes to your contact details, or changes in your child's behaviour, mobility, communication skills and medical information.
