Timeline for marketing - disposal or lease of the property
Jan/Feb 2025 – various governance procedures to complete. Gloucestershire County Council (GCC) to appoint an agent to market the freehold /leasehold of the property.
13th March 2025 – Notify Tewkesbury Borough Council (TBC) under the Community Asset regulations that GCC intends to dispose of either the freehold or leasehold of the property. This will trigger a 6 week interim moratorium period.
13th March to 24th April 2025 – 6 week interim moratorium period
If TBC receives written interest from a community group asking to be treated as a potential bidder during this 6 week interim moratorium period, this will trigger a further 6 month moratorium period . GCC can market the property during this 6 month period but cannot agree a sale or lease. This period will give community groups time to get their business case and funding together.
24th April to 12th September 2025 – agent to market the property.
12th September 2025 – Deadline for submission of offers and end of the 6 month moratorium period. No decision on a lease or sale to be agreed before this date.
13th September 2025 onwards – Bids to be assessed using scoring matrix. Preferred bidder to be notified.
September/October 2025 - Recommendation to Property Board (Property Board meets monthly) and Implementation Decision to be approved by Assistant Director of AMPS.
October 2025 – Solicitors to be instructed on sale or lease
N.B. If the 6 month moratorium period is not triggered then the process could be quicker with the marketing period likely to be in April and May with offers invited and preferred bidder chosen in June . Recommendation to Property Board and Implementation decision to be approved in June or July 2025 and Solicitors instructed on sale or lease in August 2025.
Community Engagement
Gloucestershire County Council wants to hear the views of the community on the future use of Winchcombe Old Boys School. The building in Gretton Road has been empty for some time but the county council is now looking to shape proposals for its future. All options are under consideration, including bringing back into use or disposing of the site.
Following on from the community engagement event at the Old Boys School on Wednesday 13 November 2024 we have set up this webpage to provide further information on the property.
